Terms of reference for the NGO Forum Steering Group
The role of the Steering Group
To act as a resource for communication between government,
the third sector, to aid the development of policy,
support research and contribute to public health strategies.
To oversee and steer the development an agreed NGO Forum
work programme on behalf of the Department of Health.
To support effective interaction between the Department
of Health and public health NGOs.
To help the NGO Forum work effectively and to review
its progress.
To promote the NGO Forum and increase membership as
appropriate.
Objectives for NGO Forum steering group members
To monitor and review the programme of work of the
Forum and propose adjustments to take account of developments
in the inequalities and public health agenda.
To communicate regularly with public health related
NGOs, promoting the role of the Forum and increasing
membership.
To promote the work of the Forum with appropriate statutory
and private sector organisations.
To help identify key issues of concern to public health
related NGOs that are relevant to the developing inequalities
and public health agenda ensuring these are included
in future work programmes of the Forum.
Membership
Membership of the steering group is open to all NGO
Forum members. It is important that the steering group
reflects the diversity of the Forum itself. Members
of the steering group are subject to the joint approval
of the hosting organisation (Royal Society of Health)
and the commissioning department (Department of Health).
Once a member of the steering group, it is expected
that people to contribute to the group in the collective
interest of the NGO Forum. Steering group members are
sought who can act as experts and bring their skills
and knowledge to the work of the NGO Forum. It is anticipated
there will be a maximum of 8 members of the steering
group, though it is possible to exceed this number through
co-option especially with regard to assistance with
short-term tasks (e.g. national conferences).
It is expected that steering group members should be
engaged or operate at a national level but have a good
understanding of regional and local levels
Members should be enthusiastic and committed to working
together to extend the effectiveness of the NGO Forum
and widen involvement of the public health related NGO
sector
Members should have some available time/capacity to
directly contribute to different work streams and therefore
be prepared not just to attend for discussions but to
actively participate.
Requirements
1. Attendance at NGO Forum meetings (Half day - minimum
4 per year).
2. Working with NGO Forum Manager to develop agendas,
workshops and project plans.
3. Attendance and active participation in workshops
on government consultations.
4. Advocate and spokesperson for the NGO Forum at meetings
with government departments.
5. The position is to be held for two from start date
with a possible extension of one further year to ensure
that there is some continuity of steering group members.
6. This is a voluntary position, but expenses for attending
events can be reclaimed.
